OTEC feasability study for Antigua & Barbuda

The AntiguaSun reports that the environment division is in the process of preparing a memorandum of understanding with a US based organisation for an Ocean Thermal Energy Conversion (OTEC) feasibility study [cache]. Once government approval is is given the study will be carried out over three months. They do not mention who is going to perform the feasibility study.
