What slowed down OTEC since the '80s?

Sean O'Neill and Carolyn Elefant has a short article, over at Renwable Energy Access, about what slowed down OTEC development in the US since the '80s. An interesting comment by a Mr. Krouse says that "Sean is sugar-coating the incredible regulatory morass that ocean energy developers face in the U.S."
