What slowed down OTEC since the '80s?
OTECSean O'Neill and Carolyn Elefant has a short article, over at Renwable Energy Access, about what slowed down OTEC development in the US since the '80s. An interesting comment by a Mr. Krouse says that "Sean is sugar-coating the incredible regulatory morass that ocean energy developers face in the U.S."


OTEC ships and international law
LawThe International Energy Law & Taxation Review has an interesting paper about OTEC plant ships and international maritime law, I.E.L.T.R. 2006, 11/12, 259-268. The paper "The international legal regime on the exploitation of offshore, geothermal, wave, tidal and otec energy, in search of legal challenges and solutions." by Anton Ming-Zhi Gao and Katherine Yuhh-Chinn Juang "Assesses whether the existing international regulations governing the exploitation of offshore geothermal, ocean thermal energy conversion, wave and tidal energy (GOTW energy) present barriers to the development of renewable energy. Reviews the relevant regulations of the Convention on the Law of the Sea 1982 applicable to territorial seas, the exclusive economic zone (EEZ) and continental shelf, the high seas and the deep seabed, explains the obstacles these may create and suggests possible solutions. Discusses the environmental concerns of GOTW energy in relation to marine biodiversity, vessel based pollution and dumping, and how these may be addressed. Includes three tables of data.".


Xenesys web site updated
OTECXenesys has performed a major updated to their web site and they now have substantially more information available than previously (at least in the English section). There are some brief news stories on the successes of DTEC (Discharge Thermal Energy Conversion) installations as well.
